Belarus. Some coronavirus patients will be treated at home. Why?
The Ministry of Health of Belarus intends to adopt a provision that will allow people with a mild form of coronavirus infection to stay at home and not in a hospital, the country's Ministry of Health said.
- In the near future, a document of the Ministry of Health will be adopted, which will allow citizens with an asymptomatic course or a mild form of coronavirus infection to stay at home if they are completely self-isolated, - Deputy Minister of Health Alyona Bogdan said on April 12.
Currently, all people with a confirmed infection are being sent to hospitals. Until recently, the same applied to established first-degree contacts, that is, those who had direct contact with an infected person. Only those who came to Belarus (its borders are still open, also for foreigners) from countries where COVID-19 cases were detected were sent to quarantine at home.
This changed on April 8, when the Belarusian government adopted a provision on self-isolation of first-degree contacts. Such persons are not only obliged to stay at home, stop all contacts and go beyond the nearest store, pharmacy, but are also checked by the police and face fines if they do not comply with the rules of self-isolation. The document also regulates the issue of medical leave for such persons (provided that they officially work).
Failure to comply with the requirements for self-isolation is punishable by a fine in the amount of half of the temporary disability allowance. There are other legal consequences that are not clearly defined in the document, however, according to media interpretations, they may even hypothetically imply imprisonment for up to 7 years if this leads to someone's death (from the article on violation of sanitary and epidemiological norms).
Reducing the burden on hospitals
The introduction of legal sanctions includes responding to non-compliance with quarantine rules by persons arriving from abroad. The Ministry of Health reported that 15% of these people had not been to the specified address, and some of them had not been found even during the day.
According to Navina.by The introduction of self-isolation for first-degree contacts is associated with the rapidly growing number of infected people and the need to make room for patients. Moving people with mild infection to home quarantine is also aimed at reducing the burden on hospitals.
According to Health Minister Vladimir Karanik, who spoke on ONT TV channel, there is currently no risk of overloading the healthcare system in Belarus, so there is no need to take more radical steps to combat the epidemic.
There is no general quarantine in the country, and although most mass events have been canceled, they have not been banned. According to Karanik, hospitals are coping with the influx of patients.
On April 12, the Ministry of Health reported 2,578 cases of coronavirus infection in Belarus. 26 people died, 203 were cured, 50% need to be connected to artificial lung ventilation devices. A week ago, on April 5, the Ministry reported 562 cases of infection and 8 deaths.
